Conventional cost of community services studies need to be used with caution - and they are often misused. Such studies are based on averages across multiple land uses and represent a snapshot at one point in time. Results generally cannot be used to estimate the costs or revenues of land use change, or of residential development (T. Kelsey, Penn State).
