of Community Affairs Description: HMFA was created in 1967 as the New Jersey Housing Finance Agency (HFA) for the purpose of increasing the supply of safe, decent and affordable multifamily rental housing for the low- and moderate-income citizens of this state. In 1984, the HFA and its sister agency, the New Jersey Mortgage Finance Agency (MFA), whose charge was to promote the construction and rehabilitation of owner-occupied housing, were merged. rulemaking notices for compliance with the Administrative Procedure Act,
N.J.S.A. 52:14B-1 et seq., and the Rules for Agency Rulemaking, N.J.A.C.
1:30. These notices are then processed by the Division for publication
in the New Jersey Register, published twice a month. Following publication
of adopted rules in the New Jersey Register, the rules are incorporated
into the New Jersey Administrative Code. The Code is not currently available
