Description: The Current Use Program offers landowners use value property taxation based on the productive value of land rather than based on the traditional "highest and best" use of the land. The Current Use Program includes a Land Use Change Tax as a disincentive to develop land. The tax is 20 percent of the fair market value of a property, or, in the case of the sale of part of a property, a pro rata share of the fair market value of the entire property.

Description: Property Valuation and Review deals with property tax assessment and administration. Most of its major functions are carried out through contact with Vermont municipalities rather than individual property owners. The division administers a Use Value Appraisal program for farm buildings, agricultural land and managed forest land. The division is also responsible for the assessment of railroads and freightline equipment companies. The division includes the Vermont Mapping Program, which provides orthophotographic base maps for property mapping and planning.
